In January 2018, the European Commission created a high-level expert group (HLEG) to provide guidance on tackling fake news and disinformation spread online. Consisting of 39 members from various backgrounds, the HLEG was tasked with offering recommendations to address the social and political impacts of disinformation. Their report highlighted that disinformation goes beyond just “fake news,” encompassing false or misleading information meant to cause harm or make a profit, and underscored the significant role digital media plays in spreading such content.
